Dominica Work Permits, and Residency Permits
Legal authorization must be sought by a person who is not a citizen of Dominica in order to be employed within the country. Exemption to this, however, is applicable to skilled nationals from the various CARICOM (Caribbean Community) member states under the Caribbean Community Skilled Nationals Act, United Nations representatives and other regional and international organizations of which Dominica form part, Dominica accredited diplomats, as well as expatriates who are employed with the government of Dominica, despite the fact that they may or may not be directly paid by the government. Other persons may be exempt from the regular work permit requirements by the Minister responsible for Legal Affairs, Immigration and Labour who within his capacity may exercise discretionary power.
The application process is a fairly simple one, and demands the submission of two completed copies of the work permit form, a medical certificate, police record, return ticket, two testimonials, letter of employment, marriage certificate (if applicable), bank statement and two passport size photos.
Work permits are valid for one year and the person to whom it is granted automatically obtains residency status once employment has been secured for a period of at least six months in Dominica. However, though an expatriate may have obtained residency status by being granted permission to work on the island, he is restricted from purchasing land (Alien Landholders Act).

The holder of a work permit can have it renewed annually; however, he or she is required to present an official letter requesting renewal. This is done by also submitting an original copy of a recent police record and financial statement (issued by en established banker), including a letter written by the applicant’s sponsor on his behalf. An application fee of EC $50 for CARICOM member state nationals or EC $500 for non CARICOM members must be paid and accompanied by a receipt as proof of payment.
In regards to the issuance of residence permits, the application process is administered by the Ministry of Tourism, Legal Affairs and Civil Aviation. The application forms must be completed by all non-nationals of 18 years and over and must be in duplicate.
Residence permits are valid for one year and are renewed annually for a period up to five years after which time the applicant may apply for permanent residency and then citizenship once the necessary residency requirements have been satisfied.
Anyone who applies for a residence permit must not have suffered from any infectious disease in the past three years, is expected to submit two testimonials which should include one from his last employer, a police record issued no more than three months preceding the application, a financial statement issued on his behalf by a reputable banking institution and a return ticket. Applicants must also have a friend or family member resident in Dominica who accepts responsibility for them during their stay, while permission to remain in the country for an extended length of time must be approved by the Immigration Department.
A valid passport must be presented whenever an application is being made for the first time. Application forms will not be granted to holders of passports that are not valid for up to six months and are not renewed if they do not meet this specification.
